PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose

The IT Service Delivery Manager will support the Director of Information Technology to drive the overall Cybersecurity, Infrastructure, and Network agenda in Deer Park. The role will also lead Pemex Deer Parks Service Desk, Applications Support, Microsoft Collaboration tools, and

Integrations efforts.

Our Service Delivery team are key drivers to a modern Refinery and the IT Service Delivery Manager will play a fundamental role in our refinery’s transformation journey. The scope of the role includes creating a reliable and secure environment for end users and all the sites HW & SW components. This role will supervise all cybersecurity, infrastructure, and network related tasks, as well as defining a service-oriented Service Desk and Applications Support. Role will also include management of IT integrations and collaboration tools. This individual will be the link between other IT sub-departments, working on maintaining a secure environment and enhancing our architectural footprint.

Accountabilities & Responsibilities

The successful candidate must seek to understand the Refinery business, its products & services, so to further design an environment capable of supporting our growth. Creativity and “go getter” attitude will be key in this role. This role will work to define and implement IT policies and procedures with regards to safe computing. He / She will also collaborate frequently with third party vendors and manage related IT contracts. Additional duties to highlight are define and supervise routine system monitoring, environment optimization and scalability, storage capacity, back up policies, Disaster Recovery plans, create and sustain a reliable environment and network that hosts our applications. The Service Delivery Manager will also develop key performance indicators (KPIs), establish and supervise service level agreements, and communicate both planned and unplanned system outages.

  • Works in alignment with IT Digital Transformation teams.
  • Leads a team of onsite and offsite resources.
  • Interacts with SMG members.

Required Certificates

· CCNP Enterprise Certification / CCNP Collaboration

· Certified Information Systems Security Professional (CISSP) / Certified Information Security Manager (CISM)

· Microsoft certifications

· Project management professional (PMP)

Experience Requirements

· Able to execute critical risk and business impact assessments and continuity and recovery management plans while addressing security and business continuity concerns in a professional manner.

· Responsibility for managing security infrastructure including the firewall, proxy, IDS and AV.

· Define and plan technical initiatives including the development of laptop security checks, anti-virus roll-out, problem management, disaster recovery of site, and data leakage prevention.

· Define and create documentation on crucial cyber security, infrastructure, and network policies and guidelines.

· Knowledge and use of Microsoft collaboration tools.

· BTP integrations

· Understanding of SOX implementation procedures.

· Core IT Security & Cyber Security services / Network Administration & Network Security

· Cyber threat and incident management

· NOC (Network Operations Centre) and SOC (Security Operations Centre) management

· Security governance / Data leakage prevention

· Cloud Computing (DB, Server, Apps) / End User Computing (Desktops, Laptops, Tablets) / Cloud Computing Security

· Firewalls and IDS/IPS (Intrusion Detection / Prevention)

· Azure & Email administration and Security (Microsoft)

· End Point management

· Fiber vs Wireless comms design and implementation

· CISA (Cyber Security and Infrastructure Security Agency) / MTA (Maritime Transportation Agency) awareness. Active Directory (‘AD’) Services - Extract AD data (Export Users, Groups (with members), Computers and Storage accounts).

· Active Directory Services - Import users & groups (with members).

· Cloud Computing (DB, Server, Apps) and End User Computing (Desktops, Laptops, Tablets) · Management of Application Portfolio · Vendor Management

· Be able to create, modify, and negotiate IT contracts, SOWs, MSAs with vendors working with C&P and Legal teams.

· Opex and Capex understanding. Be able to create, modify, and justify IT spending for the department.

· Deep functional understanding of industry citizen development standards.

· Understanding of data platforms used in a Refinery or Oil & Gas industry.

· Strong communication skills, among IT, digital and business stakeholders
